Levelling up requires a comprehensive education plan

During the Conservative Party leadership campaign in 2019 I recall discussing equality of opportunity with Boris Johnson, or as I called it, levelling up. Levelling up is about people having the same opportunities to get on in life, whoever or wherever they are. The point I made to Boris was that having people locked out of opportunity, unable to fulfil their potential, wasn’t just bad for individuals and for communities, it also meant our economy was like a car with only one of its four pistons firing.
